Clothing Manufacturers in China: 10 Established Makers (2027)

Ten established clothing manufacturers in China that produce for brands at scale are Qingdao XueDa, JTL Garment, Jiangsu Huarui (Ever-Glory), Jiangsu Lianfa, JOC-fareast, Shanghai Yonglee, Ningbo Bell Garment, Ningbo Apparel, Shantou Chuangrong and Shenzhen SLO Fashion. Each one was checked on its own website, and the table below gives the city, products, certifications and published minimum for all ten.

They are not the only good factories in China, and they are not ranked: they are a spread of products and regions, each publishing enough about itself to be checked. Most plan around volume, so the guide also covers what that means for a first order.

Note: China Clothing Manufacturer is a group of documented clothing factories in China, producing for brands from 100 pieces per style. The ten companies below are independent. They are not members of our group, we have no commercial relationship with them, and none of them paid to appear. Every fact comes from the company's own website, read on 31 October 2026; figures are as the company publishes them.

Key takeaways

  • Ten established makers, each checked on its own website, across Jiangsu, Shanghai, Zhejiang, Shandong and Guangdong.
  • Published scale runs from 50,000 garments a month to 40 million knitted garments a year.
  • Only two of the ten publish a minimum: 500 to 1,000 pieces. One says it does not work with new startups.
  • Certifications to look for are BSCI, WRAP, Sedex, OEKO-TEX, GOTS and GRS. Verify each on the issuing body's database.
  • Large groups suit established ranges. A first run usually fits a smaller factory that already makes the product.

Which Clothing Manufacturers in China Should You Know?

The ten below cover outdoor and sportswear, knitwear, full-package womenswear and menswear, shirting, outerwear, intimates and heated clothing. Where a column says "not listed" or "not published", the company does not state it on the pages we read; it does not mean the company lacks it.

How Did We Choose These Ten?

We started from the 97 makers in our China factory directory, which were each checked on their own websites, and applied four filters.

  • Established and export-oriented. Each company states years in business, scale or export markets on its own site.
  • Checkable. We kept only companies whose website still states the city, products and scale we quote. Companies whose site was unreachable, or whose figures could not be read or did not agree with each other, were dropped.
  • A spread of products and regions. No two makers in the list do quite the same thing.
  • Not built on small-order marketing. We left out factories whose sites centre on very low minimums for startups, and factories that publish their own "top manufacturers" rankings. Both are fine businesses; they are simply not what a list of established makers is for.

We also left out the very largest stock-listed garment groups. In our view they are a different kind of supplier from the ones a growing brand can realistically approach.

The Ten Makers, One by One

1. Qingdao XueDa Group, Qingdao

XueDa is a Qingdao knitwear group founded in August 1975. Its site gives an annual output of 40 million knitted garments, its own production of mid- and high-range knitted fabric, and a Cambodian subsidiary set up in October 2015. A maker that knits its own fabric at that volume suits a brand with a proven core knit range.

2. JTL Garment, Tai'an

JTL makes electric heated jackets, vests and pants, with its main base in Tai'an, Shandong. Its site gives a capacity of up to 1 million sets a year, says it works for more than 60 heated-clothing brands, and states that orders start from 1,000 pieces. Heated apparel adds batteries, heating panels and electrical safety to the garment, so a dedicated maker makes sense.

3. Jiangsu Huarui Fashion Group (Ever-Glory), Nanjing

Huarui (Ever-Glory) was founded in November 1993 and has headquarters in Nanjing and Shanghai. Its apparel supply chain division mainly designs and produces for brand clients, covering fabric and style development, materials, production, quality control, logistics and customs clearance. It runs nine bases in Jiangsu, Tianjin, Anhui and Henan, plus Phnom Penh and Haiphong.

4. Jiangsu Lianfa Textile, Haian

Lianfa, in Haian, Jiangsu, runs one chain from cotton spinning through yarn-dyed weaving, dyeing and printing to garment making, and calls itself a maker of high-end yarn-dyed fabric and branded shirts. It lists formal, casual and non-iron shirts and sells to North America, the EU and Southeast Asia. For a shirt programme, owning the fabric stage keeps shade and handle under one roof.

5. Jiangsu Overseas Fareast Industrial (JOC-fareast), Jiangsu

JOC-fareast was founded in 2016 within Jiangsu Overseas Group. Its profile lists jackets, vests and outdoor garments, 10 production lines making 80,000 pieces a month, BSCI and WRAP, and factories and offices in Myanmar, Vietnam and Cambodia. It describes customers in Europe, the United States and Australia.

6. Shanghai Yonglee Textile (Yonglee Group), Shanghai

Yonglee, established in 1995, makes functional outdoor apparel, sportswear and seamless wear from Shanghai. Besides its domestic factories, its site lists bases in Vietnam and Myanmar, opened from 2012, with 55 sewing lines and 5,000 workers, and an annual export value of over $95 million. It names North America, South America and Eastern Europe as its main markets and lists OEKO-TEX 100, WRAP, BSCI and Sedex.

7. Ningbo Bell Garment Industrial, Ningbo

Bell Garment has made menswear outerwear for mid-to-high-end labels since 2004. Its collections list down and padded jackets, hardshells and parkas, with Gore-Tex and high-density nylon among its materials. It is a specialist for brands that already know their spec and fabric.

8. Ningbo Apparel, Ningbo

Ningbo Apparel was founded in 1986 with a first factory in Sharjah, moved to Pakistan in 1990 and has been based in Ningbo for over 25 years. It lists T-shirts and fleece, says its facilities are audited to BSCI, and states plainly that it does not work with new startups: useful to know before you write.

9. Shantou City Chuangrong Apparel Industrial, Gurao

Chuangrong, founded in 2008, is in Gurao, the Shantou town its site calls China's underwear hub. It states more than 500 employees, over 30 million pieces a year and GRS, BSCI, OEKO-TEX, GOTS and ISO 9001. It is one of two makers here that publish minimums: 500 pieces for a custom logo, with a 14 to 24 day lead time, and 1,000 pieces for a custom design, around 60 days.

10. Shenzhen SLO Fashion, Shenzhen

SLO Fashion was founded in Shenzhen in 2004; its parent company was established in Hangzhou in 1990. It describes a 35,000 m² complex with factory and dormitories, its own sampling team and a capacity of over 50,000 garments a month for brands in the USA and Europe.

Where Are China's Clothing Manufacturers?

The list follows China's main garment regions, and the region tells you a lot about what a factory is likely to be good at.

Guangdong also holds most of the small quick-turn workshops that brands meet on marketplaces; our Guangzhou district guide covers them. For the wider map of hubs and what each makes, see China's clothing market by hub.

What Do the Published Numbers Show?

Five of the ten publish an output figure, and the spread is wide. XueDa states 40 million knitted garments a year and Chuangrong over 30 million pieces, while JOC-fareast and SLO Fashion give monthly figures that come to just under a million and around 600,000 a year. Volume says little about quality, but it says a lot about the size of order a factory plans around.

Published output per year. JOC-fareast and SLO Fashion publish monthly figures; we multiplied them by 12. JTL counts sets of heated clothing.

Minimums tell the same story from the buyer's side. Only two of the ten publish one, and both start at 500 to 1,000 pieces, against 100 pieces per style in our group. A minimum that is not published is not necessarily low: it usually means the factory sets it per programme.

Will These Manufacturers Take a Small Order?

Mostly not, and that is useful to know before you write to them. Only Chuangrong (500 to 1,000 pieces) and JTL (from 1,000 pieces) publish a minimum at all, and Ningbo Apparel says outright that it does not work with new startups. The others describe programmes for established brands and retailers, with capacity in the tens of thousands of pieces a month.

A large maker can still suit a brand with a proven style, a fixed fabric and a forecast. Ask whether it already makes your product, what quantity per style and colour it wants, and who you will deal with day to day.

How we work

  • Our team reads the brief and replies within 24 hours. If China, or our group, is wrong for it, we say so.
  • Production is placed with a documented factory we have visited in person, from 100 pieces per style.
  • The factory quotes you, samples with you and bills you directly.
  • You pay 30% to start bulk and the 70% balance only after a third-party inspection.
  • No tech pack yet? We draw one for $79 per style.

If your first order is in the hundreds rather than the thousands, this is the faster way to start. See how we work.

How Do You Shortlist and Brief a Manufacturer in China?

Ten names is a starting point, not a shortlist. Three steps turn it into one, and a fourth makes the first email worth answering.

1. Filter by product, not by size. Keep only makers whose own site shows your garment type in its range. A knitwear group will quote a woven shirt, but its sampling team, machines and fabric suppliers are built for knits. From this list, a jacket brand looks at JOC-fareast and Bell Garment; an underwear brand at Chuangrong; a shirt programme at Lianfa.

2. Filter by quantity. Compare your quantity per style and colour with what the maker publishes or implies. If a factory states millions of pieces a year and no minimum, assume the minimum is set per programme and ask it in the first email rather than the third.

3. Filter by compliance. If your retailer or market requires a social audit or a material certificate, keep only makers that list it, then check the certificate number on the issuing body's database before you go further.

4. Brief in one page. A useful first brief covers:

  • the garment and a reference image or tech pack;
  • fabric composition and weight, or a swatch you can send;
  • quantity per style, per colour and per size;
  • target price, and whether it is FOB or delivered;
  • labels, packaging and any certificate you need;
  • the delivery window and the destination market.

Send the same brief to three makers and compare the replies on the same terms. The factory that asks the best questions about your fabric is often a better sign than the lowest first price. No tech pack yet? Our tech pack is $79 per style.

How Should You Approach a Large Chinese Manufacturer?

Large makers answer the enquiries that look like real programmes. Five things help.

  1. Lead with the numbers. Garment, fabric, quantity per style and colour, target price and delivery window.
  2. Send a tech pack. A factory can only quote what it can see.
  3. Ask which factory will sew your order. At a group, a sales office often sits between you and the floor.
  4. Verify the claims. Check certificates on the issuing body's database: OEKO-TEX Label Check, amfori BSCI and the WRAP facility search.
  5. Inspect before the balance. Our guide to finding and vetting a Chinese supplier walks through each check.

Conclusion

The ten makers here are established, export-oriented and checkable, and between them they cover most garment types. Most are built for volume: a good shortlist for a brand with a proven range, a slow start for a first order. Match the factory to the product and quantity, verify what it claims, and inspect before the balance is paid.

Frequently Asked Questions

Who are the top clothing manufacturers in China?

There is no official ranking. Among established exporters that publish their scale, ten worth knowing are Qingdao XueDa, JTL Garment, Jiangsu Huarui (Ever-Glory), Jiangsu Lianfa, JOC-fareast, Shanghai Yonglee, Ningbo Bell Garment, Ningbo Apparel, Shantou Chuangrong and Shenzhen SLO Fashion. Each was checked on its own website in October 2026. The right one depends on your product and volume.

Will a large Chinese manufacturer take a small first order?

Usually not on terms that suit a launch. Of the ten here, only two publish a minimum, at 500 to 1,000 pieces, and one says it does not work with new startups. Large groups plan around programmes and repeat volume. For a first run, a smaller factory that already makes your product is normally the better fit.

Where are most clothing manufacturers in China?

Along the east and south coast. Guangdong (Guangzhou, Dongguan, Shenzhen, Shantou) is known for fast cut-and-sew, womenswear, streetwear and intimates; Zhejiang and Jiangsu for knitwear, shirting and outerwear; Shandong for knitwear and functional clothing; Fujian for sportswear.

How do I check that a Chinese clothing manufacturer is real?

Match the business licence to the company you will pay, do a live video walk-through, verify certificates on the issuing body's database, sample against your tech pack, and inspect before you pay the balance.

Where can I find more Chinese clothing manufacturers?

Our China factory directory lists 97 makers, each checked on its own website, with specialties, cities, certifications and minimums where published. It is an online Google Sheet, $49 one-time, with instant access. Or send our team a brief and we place the production with a factory in our group.
